The Council for Medical Schemes (CMS) defines these two products very differently:

  • Medical Aid: Governed by the Medical Schemes Act, these schemes must cover Prescribed Minimum Benefits (PMBs), which include 271 medical conditions and 25 chronic diseases. They are “community-rated,” meaning everyone on the same plan pays the same premium, regardless of age or health status.
  • Medical Insurance: Governed by the Short-Term Insurance Act, these products provide “risk-rated” cover. They focus on primary healthcare (GP visits, basic dentistry) and pay out fixed lump sums for specific events like hospital stabilization.

Which Is Right for Your Workforce?

  • For Executive/High-Income Teams: Medical Aid is typically the gold standard, offering comprehensive hospital cover and extensive chronic support.
  • For Low-Income Employees: Medical Insurance offers a vital “entry-point” to private healthcare. It ensures access to primary care and trauma services without the high premiums associated with full medical aid.

The CMS Strategic Plan 2025–2030 emphasizes the need for clearer beneficiary education, as many employees do not fully understand their options.
